I typically make the email my cover letter, unless you have some special form of font or something in a previously saved cover letter that won't work??? I definitely would not duplicate myself if I were you! Either very briefly explain that a formal cover letter and CV are your attachments in the email, and thank them for their time [I think this short intro might be preferable] or if it something unsolicited and you want to make a good impression, make the email your cover letter with CV attached. But don't include the cover letter twice!
