scholarship grant for international students

I am from south Africa and have recently graduates in Economics, I want to pursue my studies further and do a Masters Degree in Economics for 3rd world countries in the US, UK or France. However I lack the funds to do this
I am looking for a scholarship grant for international students, is their any companies or government that could sponsor me?

why not Germany? in Hamburg, Bremen, Munich there are some very good programs with complete scholarships and English being the used language;
of course in the meantime, you have to attend some intensive German courses but I don't thinks they will waste your time, as a foreign language will be always a plus on your CV
