Hi,

My employer recently put two current employees into job roles which previously did not exist. Is my employer under any obligation to advertise and interview for the new job roles? If so, where can I find evidence that this is the case?

That sounds like a promotion. Which, unless you have a written contract that outlines these obligations or you work in a union shop where that typically is the case, you may not really have a case for protest here.
They may have the right to promote whomever they choose.
