Hi - Sad I offer advice & guidance to job seekers but have recently found myself in a difficult position...I have a client who's personal hygiene and grooming leave nothing to be desired. Any tips on how I could address this - I can't put the client forward for an interview in the current state.

Just wondering what exactly their bad hygiene consists of.....you might mention that certain dress/appearance standards are required and briefly touch on those matters with specific examples [ie, hair cut to collar, nails unpainted and not artificial, etc] and then go from there. You cannot be too harsh, but this might be a good way to bring it up if it is "required appearance" for the job.

Well...I don't want to appear as being mean, but an interviewer must be responsible as well so you might as well just speak out what you think and put everything under the form of a piece of advice. I mean you don't have to be rude when telling them they are not dressed properly or they should be more careful with their personal hygene because interviews may become exhausting and they should be prepared for anything.
Usually, you should approach the general technique, meaning not refer to someone specifically, you know? So that they don't feel offended.
