Ok so most good graduate recruitment companies require you to have a 2:1 degree.

I got a 2:2 in my Computer Science degree (i underachieved in this - it didnt help that i had to undergo two heart operations during the three year course).

I then completed a GDL course (Graduate Diiploma in law) . This is basically an intense course consiting of exams in all the core modules of an undergarduate law degree. In this i achieved a commendation (i.e. i averaged a 2:1 grade in the course)

My question is...could i still apply for these graduate jobs that require a 2:1???

It's annoying that not many emploters are aware of the GDL but it seems unfair if i can't apply for these jobs as i wasn't far off 1st class marks in many of these degree standard modules.

Sure, I would. If you don't you get a definite no, but by applying there is at least a chance that they might hire you. You can explain your circumstances to them about the grades and the surgery and that might help too.
