I have gotten a job offer and the contract says that the company will provide $xxxx for relocation, when I asked the HR responsible about the details he said that I won't get any of that money directly!!

he said I need to contact a packing-moving company to move my staff to the new location. the moving company will directly charge the company that will use the $xxxx to pay it.

and then once I physically or officially start the job and if there is any money left from that $xxxx, I will definitely get it.

My concern is that I want to get that $xxxx and take care of the moving my staff myself.

Do I have the right to ask the company that question (get the $xxxx and take care of moving my staff myself) or there are other factors in this regard that I need to consider. if so what are they?

I think this company is trying to minimize risk/loss for itself. It would be taking a big chance giving you the money directly, so I think you're better off following their rules. If you really want the job, you'll do things their way.

That what am trying to understand what is their risk in giving me the money directly, because I ,myself, wanna work for the company, and definitely won't take the money and leave..

I guess all you can do is try to get more details from the representative and tell him your concerns. Im sure he will understand (however, you should approach this in a very professional way, stating that you understand their side). Also, if you have the possibility, maybe you can ask around if others who got a job with relocation had to go through the same kind of procedure and how it turned out. If the company has a good reputation and had plenty of relocations in the past I dont think you need to worry about this.

You can call the HR rep and explain that you feel more comfortable moving your belongings yourself rather than using a moving company and ask if they would consider giving you just a portion of the relocation money upfront to help cover the costs. They might be wary of giving you the full amount, but they may be more willing to consider giving you 1/2, especially if you can give good reasons (gas from here to there is X amount, packing supplies is X amount...costs that would normally be included by the moving company) to justify it.
