No hiring managers name?

I need to apply for a job that is very close to me heart for a vacancy that had been advertised. I do not have the name of the person to whom the application maybe address - in this case the recruiting officer. Which is the best way to address the letter?

When I don't know the name I write " In attention to personnel department/human resource"

Or you can play a trick and call the firm, say you are from a big recruiting company and you want to talk to somebody from the personnel department and maybe you can find out a name.

I just tell the truth if I'm calling the company--"I'm applying for X job and I was wondering who I should address my cover letter to." I would word it that way, because asking just for the hiring manager or whatever might not work if it's a large company with more than one, and different hiring managers might be in charge of different job openings, or you might be applying to a department head rather than a hiring manager, etc.

Granted, sometimes whatever secretary you're talking to will make it difficult and refuse to tell you or say "just address it to the HR head" but it's worth a try.

If I can't get the name, I just use "to whom it may concern," according to what I've read on various job search sites.
