I live in Canada,

I was wondering. If I didn't graduate high school and don't have a high school diploma, but I do have a post secondary diploma and over 15 years of experience, should I apply for a job that asks for a secondary school diploma? Or is it a waste of my time? I am applying for a government administrative position.

Go ahead and apply anyway. List any other special skills also, especially those that are technical and relevant to the job.

You don't have anything to lose by applying, right? I would go ahead.

Usually, if the main condition is a specific level of the degree, employers take into account first this issue, especially if we're talking about higher institutions (colleges, government, police etc etc). So you should apply with a correspondent diploma.
BUT, as you have nothing to lose, as lexa has observed, you can apply too. Just don't get disappointed if your file is rejected.
