I checked out Resume Builder. This is a reasonably well presented site, using templates to create resumes, and contains some useful stuff, despite the occasional typos.
This looks like a startup. Alexa doesn't have any data about this site. So we're not too sure about its credentials. It's only been online for a bit less than a week, because Alexa's reporting period minimum is 7 days.
On face value, Resume Builder looks useful as a sort of mix of examples. The sort of thing where the material can be used as part of other things. I'd suggest checking out how much of their material is relevant to your own circumstances, though.
Serious advice:
Don't write the actual resume on auto pilot.
Resumes and CVs require attention to detail, and you have to check content, all the time. Resume Builder is a useful looking thing to do the setup, but don't write your resume "because it looks like the picture".
There are a few minor concerns about Resume Builder, but they're pretty normal for a startup.
What's not clear is what you're expected to pay for. There's a PayPal and credit card logo at the bottom of the home page, and no indication of what it's doing there.
You have to be signed in to do any detail investigation of their services, but you can use the top line Resources to check out some of their info. For my tastes, the text is a bit underdone, and there's not quite enough content.
(Actually, as a startup, it might be an idea to give a few freebies on the home page and the How to write a great resume page), like a basic picture of a completed template, etc, so people aren't guessing about what they're signing up to do.
On the other hand this is a new site, so give them some time, and they will probably iron out these actually quite minor glitches.

The text on this page is expressively written, and actually, it could do with a bit more. It cuts off at the end of the last section, " WHAT IF I'M NOT SURE OF MY JOB TARGET?" before really answering the questions it poses.
So Resume Builder can be considered a potentially useful idea in progress, at this point.
My rating would be "OK, needs some work".

I'm not sure about these online tools - they do serve purpose but you have to weigh it up.
My CV wasn't exactly the way I'd have liked but I'm no good with type writers or Microsoft word.![]()
The way I see it you have three choices :-
1) Design and make the CV yourself.
2) Use a CV template and fill in the blanks - friends check it out !!!
3) Pay for a CV template and fill in the blanks and may be get it checkedover.
4) Get a professional CV writer - who normally sucks !! Unless you pay out of the nose.
I've used the services of a professional CV writer before and unless you pay big money they suck. They simply churn out your CV. The problem with downlaoding a template is you have to worry about where to put your info.. and format maybe crap especially if its free. If you are a little computer savy and know how to write this might be ok.
:P In the end I went with www.cv-genie.co.uk - I'm not sure if they're the best but they chose my CV to review for freE- I liked the fact of having an online version as well - the disadvantage was they only had 4 templates to choose from. It was easy to go back in and make changes too...
My advise if you have the money go for a professional CVwriter but make sure he's a good one. If yo uknow how to write and are computer savy download a free template. If Microsoft Word isn't your thing use something like www.cv-genie.co.uk but make sure you have choice of templates and can change the content at will.
A good CV and a plan of action are the first steps to GetANewJob.

Not all CV Writing services suck, many are quite reasonable and not expensive at all, sometimes one get's what they pay for, really with CV services, they listen to your circumstances and they tailor an application to your targeted industry and job preferences, that why your application is unique and not so general.
