PA unemployment benefit year extensions ??? 2009-10

I am in Pennsylvania

My benefit year ends on feb 6 2010. because of the OBAMA EXTENSION, My tier 2 euc starts 2nd week of Jan 2010. I only worked Jan of last year and have been out of work since. is working one month enough to be eligible for a new claim? if I get a new claim that is it for any euc from original claim, correct. I 100% must file a new claim for new benefit year even though I only worked 1month in 2009? lay it out to me in plain english so I know what to do. god bless
