We've had a couple of instances of use of materials directly cut and pasted from other sources, in one case San Francisco State University. These materials did not cite the source, and were complete copies of text.
Please note that these materials are not "public domain" just because they've been put on a website. Some should be considered promotional materials, like Coca Cola ads, or information sheets regarding a business course.
They are copyright, prima facie. The journalistic concept of "fair use" doesn't apply when a person is claiming to be the author of the materials and doesn't cite sources. It's plagiarism, under those circumstances.
This is not allowed. It is a breach of copyright to use these materials without the permission of the copyright owners.
