I am doing my three year undergraduate degree in economics honours in maths from India and would like to know if there is an known and reputed US college/department which will consider me for a masters in economics programme as I am told that these prefer 16 years of education.

I hope I am not disappointing you, but I don't think you have much chances.. I may be wrong of course (you can check for yourself with the universities' requirements, which are usually posted on line) but I think that for a master you definitely need more years of studies, plus some work experience and/or some things written and published under your name. And don't forget that you need two or three recommendation from some of your professors.
