If I am frustrated at my current employer and want to get other employment, but don’t get time to do the job search – should I quit to get time?

Consider whether you have enough money to sustain a job search without employment. It is better to search for other work while you are still employed. Why not take a few days leave and do your job hunting during that period or during your annual leave time?
